There are templates for photo sets similar to that here, however to make a graphic like that it’s best to use guides in photoshop.
For instance in my 500x500 graphic, I turn the Rulers, Smart Guides, and Snap on.

Using your Move Tool, you simply drag from either the left or top ruler and drag across the graphic until it snaps into place in the middle of the graphic.

This is where the rulers really come in handy, if you do some math you can then bring another guide line down to 125px mark, and another at the 375px mark to create 8 spaces.

You can then use the Shape Tool (rectangle) to create a rectangle within those guides. Then you put the images you want in those rectangles!

You can achieve that by setting the frame layer to multiply and raising the brightness and contrast on the frame as well. This will define the darker parts of the frame, as well as lighten it to make it appear as more of a stamp, rather than a frame.
Example:

If you get blotches of black due to shadowing of the original frame, as I do, you can simply erase it or white it out with your brush tool.

By fireflies, do you mean small balls of light? If so, there are two ways to go about it.
One: You can use the brush tool to create small round “fireflies” of various sizes.

Then you go to the layer settings and select the inner and outer glow effects,

These are the settings I used:


You’ll end up with something like this, but you can increase the spread/size to make the dots have more light.

The second option and just to browse DevaintArt for “light textures”. Many users have made textures from decorative lights and blurred the photo to create a mystical effect.
